Purpose
The Supervisory Handbook was created to provide diocesan fiscal managers and other
supervisors with a clear, comprehensive, and accessible guide to the oversight of diocesan cemetery programs. It distills more than 35 years of experience in evaluating, strengthening, and supporting cemetery systems throughout North America. Its purpose is to equip supervisors and program directors with the knowledge, structure, and practical understanding required to lead cemetery programs effectively, even when they have no prior background in cemetery ministry.

It is also intended to provide a platform for fiscal officers in their supervisory roles. This handbook emerged from decades of on site evaluations of more than 20 diocesan and archdiocesan cemetery systems. Each evaluation included detailed documentation of issues, written reports identifying root causes, and recommendations designed to remedy deficiencies and strengthen leadership. Over time, these reports revealed consistent patterns in operational  challenges, leadership gaps, and supervisory needs. The handbook brings these insights together in a single resource that supports both supervisors and directors in building healthy, sustainable cemetery programs.

The handbook also reflects the practical realities encountered during leadership transitions. On numerous occasions, I was charged with hiring and training new cemetery directors, guiding them through the complexities of pastoral care, operations, administration, and long term planning. I further recognized that this document could be used as a recruitment tool. These experiences shaped the supervisory framework presented here, ensuring that it addresses real needs, real challenges, and real pathways to successful leadership.

These individuals serve the Church well in their own professional sphere but often have limited or no formation in the pastoral, operational, and theological dimensions of cemetery ministry. The handbook is also valuable for new cemetery directors, diocesan administrators, chancery personnel, and members of diocesan finance councils who seek a deeper understanding of cemetery ministry. It provides a structured overview of the eight core disciplines that define cemetery leadership and introduces additional areas of knowledge essential for effective supervision. The handbook is also useful when recruiting new diocesan program directors from outside the cemetery environment, since it amplifies what becomes a position description and clarifies the expectations of the role.
